GMC assisting the City of Tybee Island with a Repetitive Loss Area Analysis. This analysis is a requirement for CRS communities with 50 or more properties that fall into the repetitive loss category as defined by FEMA.
GMC also assisted the City of Tybee Island with an audit of the Floodplain Management Program to allow the City maximizing points in the Community Rating System (CRS). The release of the 2013 updated CRS manual, which included the realignment of points within the different sections, raised concerns for city officials and staff that these changes could result in the movement from a Class 7 to a Class 8 in the program.
As part of the audit, GMC reviewed each activity in the CRS manual to determine where the City was currently receiving credit and where additional points could be captured. GMC completed a detailed assessment of the City’s Flood Damage Prevention Ordinance, and other development regulation, to determine their level of compliance with FEMA, the needed changes, and the number of CRS points that could be awarded for requirements that exceed minimum standards. GMC also performed a detailed open space analysis, which allowed the city to maximize points available under this activity.
The project resulted in the City receiving a Class 5 score in the CRS program, which is an accomplishment that few cities in the State have achieved.
